This PR updates the CFEP-25 noarch: python minimum version syntax to something equivalent, but more broadly compatible with conda-build.

cc @isuruf @ocefpaf @jaimergp @jakirkham @h-vetinari who (I think) were involved in the original discussion of the spec.

Also, I have put in a PR to conda-build that would let us keep the original syntax, but using something more compatible seems better anyways.
