Donor Report uses 'value' rather than 'label' for filter.

When trying to run a Donor Report, the Gift Aid Declaration > UK Taxpayer field seems to be requiring the Value of the option, not the Label.

This means that the user will need to look up the value in the custom fields option set and enter it into a free text field, rather than just select the option that they require, which isn't a 'good look', and isn't ergonomic.
