What?
Add a form to the forum where users can enter the resource that they want to post

Why?
We had to do this so that users could actually collaborate and share resources with other individuals, fulfilling the purpose of our website

Acceptance Criteria

There is a form on the forum tab.
If you have an empty forum, we will not allow you to post. (Checks for validity of input.)
After you submit, you are able to see your resource submission.
