With the current UI of the link plugin:

They tend to use copy / paste of URL instead of "Browser server" button.

I don't have any solution at the moment only proposal:

Move the blue button up to the URL input and update the button label with: "Select the content you want to create link for" or something more understandble. The word "Server" make users afraid of doing sth wrong and the fact it is after make it kind of "validate" button.

Users will always prefer to use copy/paste of url because that’s what they understand better mostly.
Maybe just replace ‘Browse server’ by ‘Browse…’ because that’s what they will know from most other UI’s (microsoft windows, gmail, …).
We have lots of users who don’t understand the real difference between the internet, their website and their computer, and none of them has ever complained about the label on the button, so I guess it’s understandable enough.
I wouldn’t recommend making the label too long, buttons with a lot of text on it (especially if not translated correctly in all languages) scare people too ☺

Sure @spereverde but in 6 years of Plone I had nerver this issue. Either with kupu or TinyMCE. May be because to copy paste an URL you have to click on 'External Link'

It's more or less a feature of ckeditor that can be reproduced on other platforms (I experienced the same bug on drupal this week). If I remember well TinyMCE make relative internal urls found in the textarea just before store it in the field. I will check with TinyMCE maintainers.

You are indeed correct that something could be done to improve the order of the different link options, or indeed move the copy/paste url option to another tab or something, to make sure people are ‘guided’ towards the correct way of adding internal links.
I guess it just depends a bit on the setup, all of our users have never used kupu or tinymce, so never had to change their behavior for adding links.
Also we work a lot with websites that are part plone and part still on other servers, so for a lot of our users pasting a url is an option that is still used a lot.
But I’m definitely not against making the label more understandable and less scary or improving the order for use within plone.
It’s just a matter of choosing something useful and understandable for all users and usecases, as always ☺
