First of all, it is the kata suggestion panel, not the real kata solver one. You can maximize the screen when solving a kata by clicking the top right icon.
Secondly, it serves as a way to encourage users to solve the kata just by looking at the rank and title and one or two lines of the description. The bounce / skip rate of a kata will be much higher if most of the descriptions have been revealed here.
Thirdly, the advertisement and discourse panel should also have enough space (height) to fit within the landing page at first sight. Expanding the kata suggestion panel will only push the two panels lower, thus hiding them and only visible when a user scrolls the vertical bar.
Fourthly, some kata descriptions are short (in one line) and will leave unnecessary spacing at the end.

I do agree that I made the description far too big however that was to emphasize my desired effect in hopes of communicating my point better.
Realistically I would propose a size like the following:
I also agree the current size encourages users to click in the kata itself to read the full description however I find I often have the wrong idea about the content based solely on the title and would click back onto the Home Page and continue this browsing cycle.
Revised Feature Proposal
I suggest implementing a button in the bottom right corner, giving users the option to expand the kata description for a clearer understanding of the problem before attempting to solve it. This maintains the shared real estate between the kata, advertisement, and discourse panel until users opt to expand the description.
I would like to request the kata description on the Home Page to be larger.
