This library is very similar to CI3's Language features with one crucial difference - it makes use of the intl extension to provide much more robust string conversions, in addition to the normal translation feature.

This SitePoint article gives a very good introduction to the MessageFormater features of the intl library.

Completed in 5dcc446 though we still need to go back and add any relevant strings within the core.
