Yes it seems that it has not yet been resolved. Just pulled all USAGOV budget data today and appears to be an issue for Liberia, Haiti, and Israel. |

I have flagged this issue directly with the focal points for US-USAGOV and they are looking into it but just wanted to share here as well for mutual awareness as I have been encountering this issue for several countries (e.g. Haiti, Liberia) as I do trainings on the new CDFD resources.
It seems that there are some errors in the budget data for 2016 and 2017, resulting in the data showing $5 billion+ has been budgeted for these years. The images below are for the Liberia data:
