[API] Create endpoint to trigger a resync

Idea: Add a new API endpoint that can trigger a SyncTeams/SyncRepos task.

Reason: When using machine users for the Codecov API, the teams and repo memberships or the machine user will be out of date until the machine user signs back into Codecov and triggers a resync task. This defeats the benefits of a machine user, since it's often difficult or impossible for these users to actuality "login" to Codecov.

It would be great if it were prioritized!

Without this fix, using access tokens are basically useless since they won't return accurate information from the API.
