version update notification & retry attempts

1. how can i sign for version update notification? just finish waste my time trying to use v3 while v4 is realesed few days ago.
2. how can i insert a retry into the upload coverage to codecov step? recently i need to triger the workflow from github action at least twice before the report upload currectly, there is any method to add retry to the upload stage? (using organization account).
