[Admin DSU/ Organizații/Resurse tab] implement the same behavior for filters as in Resursele table

Describe the bug
The behavior used for filters in the Resurse section (where are displayed all the resources in db) is not the same as the one used for the Resurse table in the organization's profile.

To Reproduce
Steps to reproduce the behavior:

1. Go to 'Resurse' section from the main side navigation
2. Notice the filter behavior used
3. Go to an organization profile
4. Click on the Resurse tab
5. Notice that the filter behavior used is different

Expected behavior
The filter behavior should be the same as used for the Resurse (all resources) table. For reference, see issue #125, where we defined the desired behavior.
