Highlighting Data dictionary updates:

In Materials list, separated 'Sticle & borcane' into 'Sticle' and 'Borcane', to fit SGR context
In Detalii Punct, note that for PCT_Serviciu = Colectare separata deseuri, updated the label for SGR points to "Punct ambalaje cu garanție (SGR)" (PCT_Tip_12), and added "Centru de colectare" (PCT_Tip_14)
