[Admin] Manage user roles & permissions

User story
As a SuperAdmin user, I want to be able to manage users that have different roles and permission in the platform

Description
There should be different roles for users in the plaform, as mentioned in Data Dictionary > Schema permisiuni

Nice-to-have:
SuperAdmin can create new roles in the platform and attribute permission to the roles, from the permissions list.
SuperAdmin can then manage admin users' roles from Users page > Admin users (Figma).

As implemented in the current version now, SuperAdmin can create a new role and attribute permissions from the permissions list (see prtscr below):

Suggestion: We should keep this feature (SuperAdmin can create new roles and attribute permissions), as it was a nice-to-have for ViitorPlus. We need to make sure all options mentioned in Data Dictionary > Schema permisiuni exist in the current permissions list, add the missing ones, and also add permissions for the Reporting module:

• generate reports
• export database
