User story
As a user, I want to receive notifications that would inform me about the activity on the platform (most importantly activity perfomed on the public portal)

Description
User should receive notifications when a public portal user

• adds a new point
• reports a problem

Main flow
Public portal user makes an action (add point / report problem) on the public portal.
Admin user receives notification.
Admin user clicks on notification and is taken to the page of interest (for Add point -> View point details page, for Report a problem -> View reported problem page )
