Is our behavior around the garbage collection and compaction of deleted data documented anywhere? It's come up in multiple questions in recent memory. See cockroachdb/cockroach#19371 for an example of the questions that users will naturally have after they drop a large table.

cockroachdb/cockroach#19329 will need to be documented if/when it gets implemented, as well, although that will come later.
