In (Internal) Slack Thread, it was noted that decommissioning events are not recorded in system.eventlog if a node has been drained. This should be rectified so that events for transition to both decommissioning and decommissioned states are recorded, regardless of whether the node has been drained or not. This may be part of #82475, in the aim of providing greater observability, or may be implemented entirely separately.
