Is your feature request related to a problem? Please describe.

The work under #85755 exports pebble observed fsync latencies as a CRDB metric. It builds on top of patches that didn't make its way into 22.2, but is likely come in handy in once 22.2 is out in the wild. This issue tracks either finding a backportable form of that work, if possible, or backporting the requisite patches to 22.2 after sufficient baking time in our nightly suites.
