We're adding a PR check to encourage including issue or epic refs in the PR/commit messages. Once this is done, consistent issue and epic references will be included in PR bodies or commit messages. The build/teamcity-docs-issue-generation.sh script needs to be updated to include this information in the docs issues it creates for each commit.
