pycountry/chardet are LGPL but scanner picks up GPL #513

I don't know how likely it is to be the same issue, but PyGObject has a similar problem: the maintainer says it's LGPL and the files all seem to say it's LGPL, but it comes up as declared GPL AND LGPL. |
chardet has the same issue. It's clearly LGPL, but it's coming up as GPL. |

pycountry is very clearly LGPL licensed and, as far as I can tell, has always been so.
The ClearlyDefined record says
GPL-3.0-or-later AND LGPL-2.1 AND LGPL-2.1-only
. I didn't even see anything in thefiles
