Add post update action for wiping the state directory #304

Act on a post-update action from the manifest to wipe the state directory. This should happen on format bumps and potentially other cases.

We are discussing a more complete solution to cleaning the state directory in #378

As for format bumps, I think maybe we should do a swupd clean --all in that case, but I'll bring that up there. I think just handling this on format bumps is sufficient and a post update action in the manifest is not necessary.
