There are more and more arguments for tooltips refactoring (switching toBalloonPanelView). At this moment with hidden overflow of element it's impossible to properly display tooltip.

With this change we should also consider to introduce tooltips in the Comments Plugin ( for edit, delete, save & cancel actions) and use tooltips in the user labels in the Collaboration Plugin.
