Provide description of the new feature

There are some cases when adjusting HTML which lands in the clipboard when widget is copied or dragged is necessary. We need to find a way to add possibility to modify/adjust clipboard HTML when widget is being copied or dragged.

There is already an PoC branch available - https://github.com/ckeditor/ckeditor-dev/tree/widget-improvements.
