That's actually a good point, but unfortunately this is a 3D viewer hard-fixed behavior. it shows all 2D layers in a plane at zero height. I would like to add an option to disable that, as it's a problem for some areas of the Netherlands with below-zero elevation. But that requires a contribution to the main branch of QGIS.
Some layers (eg water) appear as 2D layers in the 3D view. Super pixelated. It would be nice if these are not included in the 3d view.
