Rename "MOE" S3 bucket and user

🚀 Feature Proposal

The S3 bucket and user defined in terraform/moe_bucket.tf and terraform/moe_user_read.tf should be renamed to not reference the MOE or our old NCATS name.

Motivation

The MOE is no longer a consumer of the data in this bucket and the NCATS team name is long gone. We should choose a more general name for the bucket, something like vm-assessment-data or vm-exported-data, and something similar for the user name.

Adding here to keep all the pieces of information together:
This value is hard-coded in cisagov/cyhy-feeds, so we'll need to tie in a PR to update it there when we change the name.
