Create release.yml file to configure how release notes are generated

We used release notes generated by GitHub for v1.3.0 which worked well, but we can improve this process by adding a releases.yml config file to .github directory. We can use this to specify the format of release notes and group PRs by label.

Describe the solution you'd like

• Add release.yml file, example: https://docs.github.com/en/repositories/releasing-projects-on-github/automatically-generated-release-notes
• Add labels new feature, update, fix to organize PRs under their respective titles in release notes. We can update the PR pre-merge checklist to reflect this. (I think the current one is 'any applicable change labels have been applied')
