We should publish the playbook on https://galaxy.ansible.com/ after testing it.

Ansible Galaxy is for roles not for playbooks.

Instead of publishing we could also use an existing role like https://galaxy.ansible.com/monolithprojects/github_actions_runner

dynamic runner_dir as default, see https://github.com/ci-for-science/self-hosted-runners/blob/master/ubuntu-vagrant/playbook.yml#L35
become: false when delegating to local.
