It's more about updating data (rank, location, label) in already populated tables.

We have an unique constraint on wikidata_id + event_type, so we won't get any duplicates anyway

For updating Political Relations for Territorial Entity we should perform validation, that we are not keeping PRs which were removed from wikidata.
PRs added by human can be overwritten (there is not need of keeping user_created flag if this PR is present on wikidata)

UDP: PRs should be updated automatically only for first unique TE in the list
