Intermitantly power on/off jitter

I have made up this board and have a issue where sometimes the power seems to turn on and off flashing the power led on occasion .It seems to work mostly .I was wondering if you could point me i the right direction to fix this .I know you mention the issue or something like it in the readme but just not sure of a fix .Many thanx in advance
