The Chocolatey non-administrative installed guide may need updating based on newer versions of Chocolatey. We should look at the guidance we provide and update it if necessary.

Basically it says to use "C:\ProgramData\ chocoportable" not the default install directory of Chocolatey - I know it was stated it was useless, but it is not. Just an FYI when you get to this rabbit hole.
