[Enhancement] During install, Report if Enable64Bit registry value is missing or not set to 1 (the default)

Folks may be running "Any CPU" applications in 32-bit mode, which doesn't work well for chocolatey and the applications it shims. So report a warning for folks that things may not behave correctly if the registry is set incorrectly.
