It's already possible for admins to add articles, why does any old user need to be able to do this? I'd expect anyone with that responsibility would be an admin already.
As there are gaps of time in which the scrapers weren't running, Tracy was going to see about getting volunteers to look up relevant articles in those time frames from LexisNexis or other database and add them them to the site. We could give whoever is doing that admin privileges.
Add form for regular users to be able to manually add an article.
