Competiwatch always opens on primary display even when moved to (and closed on) second display

I use a dual monitor setup. Most apps "remember" where they were closed last and open on the same monitor. For example, while playing OW, if I open Chrome, move it to the second monitor and then close it, it will open on the second monitor when I launch it next. However, Competiwatch only ever opens on the primary display.
