Flow accumulation threshold when there is no flowline

A ratio parameter can be used to set the parameter.
This means there is a parameter in the main configuration file.

The default option when flowline is provided:
iFlag_stream_grid_option = 3;

The default option when flowline is NOT provided:
dAccumulation_threshold = 0.05 * vCell_active[lCellIndex_outlet].dAccumulation;
