Why this should be merged
Updated kopernikus genesis to update the starttime to now-61 days (because of the 2-stage allocations). Also added a dev account and extended the validator stake duration to the new maximum of 5 years.
How this works
The new limits are set by the genesis go file, the kopernikus genesis is taken when starting up the kopernikus developer network.
How this was tested
Not tested yet, this will be done on the devnet itself.
