Scenes not firing

I'm trying to activate scenes on an inovelli lzw30 switch, I can see the scene activation in the openzwave_admin app e.g.
Value Changed: Node 16, Instance 1, Label Scene 1

But when that scene is activated and I'm listening with either nodered or through ha devtools -> events for the event
zwave_mqtt.scene_activated

no events get caught.
