Remove Deprecated 2024 Test Files

In preparation of filing season 2024 , sample files were generated before the final release of the 2024 census to assist with testing.

We currently have a mix of test files before and after the platform was updated to reference latest 2024 census. The older test files will always trigger a validity edit due to this census tract discrepancy.

Files to be removed:
