Tiger should recover from errors when possible

As part of #130, tiger should go through various motions to ensure that all detected files in its input directory are all actually loaded. Currently errors will be reported, but no action is taken by default. Instead, if, eg, an error prevents a given file from being loaded, loading that file should be retried several times so eg network hiccups aren't preventing a 100% load of tiger.
