Copy/pasting bug report from @juanjgiraldoc in Celo Public Goods team.
I couldn't reproduce the error yet, because I didn't receive additional details to run the command:

USAGE
  $ celocli governance:propose --jsonTransactions <value> --deposit <value> --from
    <value> --descriptionURL <value> [--globalHelp] [--force] [--afterExecutingProposal
    <value> | --afterExecutingID <value>]

Could you please ask Juan to copy/paste the exact command and arguments he is running, so we can reproduce the bug.
If he shared that on Telegram, could you copy/paste that into the issue please?
