Enable the latest Truffle version to work with Celo

@product-matt 's hypothesis is that the following needs to be done to achieve the goal:

1. Make latest ethereumjs version work with Celo.

• Probably easiest if Bogdan's fork from March is taken and a diff is made with current version.

2. Make latest ganache version work with Celo.

• Probably easiest if old ganache fork is compared with original, all the diffs understood, and then these same diffs/enhancements are integrated with the latest ganache version in a new fork
• this new ganache version probably needs to point to the above "ethereumjs for Celo"

3. Create new truffle which points to the above "ganache for Celo"
