Form set-up link overlaps with page content on Edge

Description

The way to open the right-panel on Edge overlaps the content on the page making it hard to read

Steps to reproduce

1. Go to GC Forms on Edge
2. Navigate through different tabs within Edit
3. Open and close the panel for "Page" / "Translations" / "Branches"
4. Scroll up and down the page to see how "Form set-up" behaves
