Description

SRE has a new action to do terragrunt plan. We should replace pull_request.yml with two new actions using the SRE action: one targeting staging and one production.

Outcome

This will prevent potential infrastructure mistake that could cost us. Calvin caught an issue with some of our changes this week that might have caused some headaches if he hadn't been there. This changes will automate Calvin.
