  • Possibly add MinGW support in CMake for Windows compilation outside of VS

After two days hardworking, building BTLS Python extension on Windows without VS seems really tough.
The VS procedure can refer to https://docs.microsoft.com/en-us/visualstudio/python/working-with-c-cpp-python-in-visual-studio?view=vs-2019#create-the-core-c-projects (I have tried it and succeeded).
A BTLS executable file can be successfully built on Windows by mingw-gcc.
