Outage banner messes with Moodle 4.1 block drawer #315

In Moodle 4.1, blocks have moved to a drawer when inside a course. The outage banner seems to block the drawer button, and then when open the drawer does not go underneath the banner

Block drawer is open - banner is blocking it:
