Allow Catniss to save game settings

Allows Catniss to save the game settings to be used in a new game so that she does not have to reapply the same settings for each new lobby.
Catniss is able to choose whether to apply saved settings to game or not in case the current settings are just a one-time thing.

Acceptance Criteria

• User page will have lobby settings to adjust the users preferences (alongside avatar and name)
• Saved Lobby settings are applied to any lobby created by that user
• The in lobby settings can still be updated, overriding the preferences for that lobby only
