[Ordered list] two digit numbers break the list

Current behavior:

Right now numbers on Ordered list are right aligned so they grow to the left into the margin. This behavior directly contradicts our guidance on grid and type alignment.

New spec:

We want to set a fixed distance of 24px between the beginning of the number and the beginning of the list item. This change will not affect lettered sub-content or the unordered list spacing.
