Update color guidance page with v2 palette accessibility features

This page is currently lacking the new color palette's accessibility guidance. Some of the thinking is captured in my blog post, but I think it would be good to document it on the page where colors are actually introduced:

Additional v2 palette accessibility feature:

  • text accessible colors (4.5:1 contrast ratio) are grade 60-100 on White and Gray 10 bg
  • text accessible colors (4.5:1 contrast ratio) are grade white-50 on Gray 90 and Gray 100 bg
  • graphic accessible color (3:1 contrast ratio) is grade 50 on White and Gray 10 bg
  • graphic accessible color (3:1 contrast ratio) is grade 60 on Gray 90 and Gray 100 bg

@shixiedesign what is done in the IDL site should suffice no?

We've added the IDL table to the v11 work as well. Closing this issue
