Jepsen tests run with raft auto_recovery turned on

The auto_recovery flag of the raft libuv backend is on by default. That flag is used as last resort and can potentially result in data loss. We should turn this flag off in Jepsen runs, so we don't mask these failures.

Filing this issue here, but it will need some change in dqlite and/or raft in order to expose a knob to turn this off.
