Currently, the refresh tests only work with store downloads:

edgex-snap-testing/test/utils/refresh.go

Lines 13 to 15 in 64fb180

if LocalSnap() {
t.Skip("Skip refresh for local snap build")
}

We can use snap install to upgrade to a local build. This will trigger the refresh hooks as when running snap refresh.
