Dashboard missing after re-relating

After re-relating prometheus-openstack-exporter (src) to cos-proxy, the hypervisor dashboard didn't re-appear in grafana.

To Reproduce

Re-relate prometheus-openstack-exporter to cos proxy and inspect dashboard list in grafana UI.
