The work done in #1026 needs to be backport for all charms to the corresponding 1.9 branches

What needs to get done

1. Backport the following PRs to corresponding 1.9 branches:

• Add alert rules to envoy based on the KF093 spec envoy-operator#130
• Add alert rules to katib-controller based on the KF093 spec katib-operators#231
• Add alert rules to kfp-api based on the KF093 spec kfp-operators#560
• Add alert rules to knative-operator based on the KF093 spec knative-operators#215
• Add alert rules to kserve-controller based on the KF093 spec kserve-operators#265
• Add alert rules to metacontroller-operator based on the KF093 spec metacontroller-operator#124
• Add alert rules to minio based on the KF093 spec minio-operator#184
• Add alert rules to mlflow-server based on the KF093 spec mlflow-operator#262
• Add alert rules to jupyter-controller based on the KF093 spec notebook-operators#402
• Add alert rules to pvcviewer-operator based on the KF093 spec pvcviewer-operator#55
• Add alert rules to training-operator based on the KF093 spec training-operator#191

2. Promote the charms above from <1.9_version>/edge to the <1.9_version>/stable channels
