Expected action
We need to call out applicability of Purpose categories to 3rd party Apps. For example, “Automatic purpose” cannot be given to an App simply stating they need to be generating an invoice for their user. Thus, a consent in this case would still be required. An Operator on the other hand is the legal entity that collects such data and has the relationship with Subscriber may be eligible for such purpose without explicit consent.
“Moreover, when it comes to granting consent, there are two types of the purposes:” three categories and two type of purposes, may be the latter is really consent applicability type rather than purpose.

For 1, we can add a note to inform the reader "NOTE: Some categories may NOT be allowed for all 3rd party Apps. (i.e. Automatic Purpose)"
For 2, I suggest "A subscriber consent can be collected either for all identifiers of the subscriber, or just specific identifiers of the subscriber. These types are described as follows: " but open to suggestions.
